ACMI’s Stakeholder Meeting: College Medical Center October 7th, 2025, 4-6 PM AZ time

Take a look at what we have accomplished so far.

On the first Tuesday of each month, from 4:00–6:00 p.m. Arizona time (except on holiday weekends), ACMI hosts a featured guest for a timely conversation on behavioral health. Following the presentation, attendees will engage in a discussion of current issues within the behavioral health system. We are pleased to welcome CEO Steven Scott, CMO Dr. Nazila Adib, and COO & CNO Downapha Britton to discuss the services and programs offered at College Medical Center, Phoenix, AZ.

Our speakers:

Chief Medical Officer (CMO) Dr. Nazila Adib is a board-certified adult psychiatrist with over two decades of clinical and administrative experience in inpatient psychiatric care. She earned her medical degree from the University of Arizona College of Medicine in 2001 and completed her psychiatry residency at Banner University. Throughout her career, Dr. Adib has held several key leadership positions, including Chief Medical Officer at Banner Scottsdale and St. Luke’s, and currently serves as Chief Medical Officer at College Medical

Downapha Britton serves as the Chief Operating Officer (COO) and Chief Nursing Officer (CNO) at College Medical Center Phoenix.  With nearly a decade of executive leadership experience in hospital operations, nursing quality, and nursing education, she is dedicated to rebuilding the hospital’s reputation by placing patient care at the center of every decision.  Downapha focuses on strengthening teamwork, accountability, and clinical quality to ensure that patients and families feel safe, respected, and supported.  Her goal is to restore trust in the hospital through compassionate care and strong community partnerships.

Steven Scott is CEO at College Medical Center in Phoenix, Arizona, and has served in this leadership capacity since 2024.  He has been involved in providing related behavioral health care services in Arizona since 1988.   In his current capacity, he has been engaged in efforts to reopen and manage behavioral health operations (e.g., oversight of HVAC, chiller repairs) at a facility formerly known as St. Luke’s Behavioral Health Center in Phoenix. (ABC15 Arizona in Phoenix (KNXV)) Steven’s background includes executive experience in healthcare operations in level one hospitals, RBHA (Magellan), and crisis facilities (UPC) in the Phoenix area.
