On the first Tuesday of each month from 4-6 pm Arizona time, except for holiday weekends, ACMI will have featured guests to discuss a relevant behavioral health topic; after the speaker, we will discuss current issues with the behavioral health system attendees. We are pleased to have Detective Sabrina Taylor and Frank O’Halloran, MCJ, presenting Policing and Mental Health: Navigating Bizarre Behavior with Compassion and Strategy.
Our speakers:
Detective Sabrina Taylor has been a police officer for 20 years. She served 5 years with the Los Angeles Police Department and 16 years with the Phoenix Police Department. Sabrina has been a Crisis Intervention Team (CIT) certified officer for 15 years and is currently assigned to the Phoenix Police Continuous Improvement Unit as the CIT coordinator. She is also the former 1st Vice President of CIT International and assists other agencies with their CIT programs. She serves as a subject matter expert in law enforcement mental health training for the Arizona Peace Officers Standards and Training Board as well as for CIT International training programs. She is 1 of 7 authors of the CIT International Best Practice Guide, has her master’s degree in public administration, and is a 2nd year PhD student at Arizona State University with two pending publications.
Frank O’halloran is the Crisis Services Public Safety Coordinator at Mercy Care Regional Behavioral Health Authority (RBHA), where he has dedicated nearly a decade to providing essential crisis intervention training and support to public safety personnel. He specializes in assisting law enforcement and first responders in navigating and troubleshooting the robust SAMHSA best practice crisis system, utilizing the comprehensive 5-pillared model from CIT International. With 25 years of service at the Scottsdale Police Department, Frank retired as a lieutenant. He spent 10 of those years as a SWAT crisis/hostage negotiator and served as the CIT program manager for seven years, overseeing crisis intervention training within the department. His deep understanding of the challenges faced by public safety teams, coupled with his hands-on experience in high-stakes crisis situations, allows him to offer practical, real-world solutions. Frank holds a master’s degree in criminal justice from Arizona State University, where he focused on the intersection of criminal justice and behavioral health systems, a topic he continues to explore in his current role. His work has made him a key figure in bridging the gap between public safety and behavioral health, fostering safer and more effective crisis response.
