ACMI’s Stakeholder Meeting: ACMI Legislative Year Review by Joshua Mozell, July 14th, 2026, 4-6 PM MST

On the first Tuesday of each month, from 4:00–6:00 p.m. Arizona time (except on holiday weekends), ACMI hosts a featured guest for a timely conversation on behavioral health. Following the presentation, attendees will discuss current issues in the behavioral health system. We are pleased to have Joshua Mozell discussing ACMI’s Legislative Year Review.

Our speaker, Joshua (Josh) Mozell, Esq., is the founder and managing attorney of Mozell Law Group, a Phoenix-based law firm dedicated to mental health law, elder law, estate planning, guardianships, and special needs planning. He is widely recognized as one of Arizona’s leading attorneys in behavioral health law and has devoted his career to improving legal protections and access to care for individuals living with serious mental illness.

A fourth-generation Arizonan, Josh earned his Bachelor of Arts from the University of Arizona. Before attending law school, he spent four years working within Maricopa County’s public behavioral health system, gaining firsthand experience with the challenges facing individuals with serious mental illness, their families, and the providers who serve them. He later earned his Juris Doctor from the Sandra Day O’Connor College of Law at Arizona State University, where he concentrated on health law and public policy. During law school, he also worked with the Maricopa County Crisis Response Network, further developing his expertise in Arizona’s civil commitment and behavioral health systems.

After being admitted to the Arizona Bar in 2013, Josh founded Mozell Law Group, where he represents individuals, families, healthcare providers, hospitals, and behavioral health organizations. His practice includes civil commitment proceedings, guardianships and conservatorships, estate planning, special needs trusts, healthcare decision-making, HIPAA and confidentiality issues, provider compliance, and behavioral health regulatory matters. He is known for helping families navigate complex mental health legal issues while also advising organizations on healthcare law and risk management.

In addition to his legal practice, Josh is a respected advocate for behavioral health reform throughout Arizona. He serves as President of the Association for the Chronically Mentally Ill (ACMI), where he works alongside legislators, state agencies, providers, and family advocates to improve Arizona’s mental health system. He has played an instrumental role in developing and advancing legislation addressing secure residential treatment, civil commitment, guardianship, behavioral health funding, housing, and services for individuals with serious mental illness.

Josh is a frequent speaker on mental health law, guardianship, healthcare law, and behavioral health policy for attorneys, healthcare professionals, advocacy organizations, and community groups. His unique combination of legal expertise and extensive experience within Arizona’s public behavioral health system has made him a trusted advisor to families, providers, nonprofit organizations, and policymakers. He has also been recognized as a Super Lawyers Rising Stars honoree for his contributions to the legal profession.
